Times-Standard, NOTICE TO CONTRACTORS Sealed proposals will be received by the Department of Finance, First Floor, Eureka City Hall, 531 K Street, Eureka, California, 95501, until 2:00 PM on Tuesday, the 30th day of June, 2015, at which time they will be publicly opened and read in Eureka City Hall, Room 207, for performing work in accordance with the Drawings and Specifications, therefor, as follows: H Street Storm Drain 2015 BID NO. 2015-12 Project Scope The work to be performed consists, in general, of mobilization, traffic control, installation of approximately 462 linear feet of under street drain system tying to existing drain system, and 350 square yards of 0.20' depth hot mix asphalt grind/patch, All other items or details not mentioned above that are required by the Drawings or the Special Provisions shall be furnished, fabricated, constructed, or installed. The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the City of Eureka does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work in accordance with Section II, Subsection C of the General Provisions, or to omit portions of the work, as may be deemed necessary or expedient by the Engineer. Contract Documents, including this Notice to Contractors, Proposal Forms for bidding this project, Agreement, General and Special Provisions and Drawings can only be obtained at the City of Eureka Engineering Department, Eureka City Hall, 531 K Street, Eureka, California, 95501; Telephone No. (707) 441-4194, FAX No. (707) 441-4202, for a charge of FIFTEEN dollars ($15.00), which shall be paid prior to receiving said Drawings and Contract Documents. Full-sized drawings are available upon request for an additional charge of THREE dollars ($3.00) per sheet. Contractors wishing to have Contract Documents shipped to them shall be charged an additional fee of FIFTEEN and no/100 dollars ($15.00) per set. The aforementioned documents may be reviewed at either the Engineering Department as stated above or at selected builders' exchanges in Northern California and Southern Oregon. No bid will be considered unless it is made on the blank Bid Proposal forms provided (Bidders shall remove or copy the Bid Proposal and submit the completed Bid Proposal as part of the bid proposal package) and unless it is accompanied by a Proposal Guaranty in the form of cash, bid bond, certified check, or cashier's check made payable to the City of Eureka, in an amount equal to ten percent (10%) of the bid amount. Each bidder and subcontractor must be licensed as required by law, and each is required to obtain a City of Eureka Business License prior to performing any work on the project. All contractors and subcontractors shall possess appropriate Contractor's Licenses for their trades at the time the contract is awarded. Each Bid Proposal, along with any required supporting bid materials, shall be submitted in a sealed envelope bearing the title of the work - H Street Storm Drain 2015 - BID NO. 2015-12 - and the name of the bidder. The City of Eureka reserves the right to reject any or all bids. The Contractor shall be permitted to substitute authorized securities under Public Contract Code Section 22300 for any monies withheld by the City to ensure performance under this contract. This is a prevailing wage contract. The minimum wage rate to be paid under this contract shall be the current prevailing wage for each classification as determined by the Director of the California Department of Industrial Relations, pursuant to California Labor Code Part 7, Chapter 1, Article 2, Sections 1770, 1773, and 1773.1. Copies of the current prevailing wage rate are available on the Internet at the following URL: http://www.dir.ca.gov/DLSR/PWD/ Out of State bidders shall note that, in accordance with California Revenue and Taxation Code (RT&C) Section 18662 and the related regulations requiring withholding of income or franchise tax on certain payments made to nonresidents of California for personal services performed in California, the City of Eureka is required to withhold and send to the State seven percent (0.07) of all payments exceeding $1,500. These provisions apply to payments for this project. Construction Registration with California DIR A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
