The Saratogian, NOTICE 1) Finding of No Significant Impact on the Environment, and 2) Request for Release of Funds Notice is hereby given to all interested parties that on 3 August 2015 the City of Saratoga Springs will request that the U.S. Dept. of Housing and Urban Development (HUD) release funds under Title 1 of the Housing and Community Development Act of 1974 (PL93-383) for the following 2015 program year projects: Saratoga Affordable Housing Group, Habitat for Humanity, Mother Anderson Emergency Shelter Improvements, Senior Citizens Center public facility improvements, Saratoga Hospital Community Health Center, DPW Infrastructure Rehabilitation, Rebuilding Together Rehabilitation Projects, Residential Rehabilitation Loan Program and Economic Development Revolving Loan Program. It has been determined that these requests will not constitute an action significantly impacting the quality of the human environment and, accordingly, the City has decided not to prepare an Environmental Impact Statement under the National Environmental Protection Act of 1969 (PL-91-190). The reasons for this decision are that a) the impacts on the environment are limited to temporary minor construction effects, and b) the potential for long-term indirect impacts of these projects, such as increased demand for services and energy, is minimal. An Environmental Review Record for these projects has been made by the City and documents the environmental review of the project and more fully sets forth reasons why such Statement is not required. This record is on file and is available for public examination and copying upon request in Room 10, City Hall between the hours of 9 AM and 4:30 PM and at the Saratoga Springs City Hall. No further environmental review shall be conducted prior to the request for release of Federal funds. All interested agencies, groups and persons disagreeing with 1) “Finding of No Significant Impact on the Environment”, and/or 2) “Request for Release of Funds”, are invited to submit written comments for consideration by the City. Such comments must indicate the specific notice being addressed and must be received at Room 10, City Hall on or before 31 July 2015. All comments will be considered and the City will not request the release of Federal funds or take any administrative action on these projects prior to such date. The City of Saratoga Springs will undertake these projects with Block Grant funds from HUD under Title 1 of the Housing and Community Development Act of 1974. The City is certifying to HUD that the City, and Mayor Joanne D. Yepsen as Chief Executive Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making and action and that these responsibilities have been satisfied. The legal effect of this certification is that, upon its approval, the City may use these funds and that HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to its approval of the release of funds only if it is on one of the following bases: a) that the certification was not executed by the City’s Chief Executive Officer, or b) that the Environmental Review Record for the projects indicates omission of a required decision, finding or step applicable under the environmental review procedures for HUD programs. Objections must be submitted in accordance with 24 CFR 58.76 to the HUD Buffalo Office, 465 Main Street, Buffalo, New York 14203. HUD will not consider objections to the release of funds on bases other than those stated above. HUD will consider no objection received after 17 August 2015. Mayor Joanne D.
