Daily Local, NOTICE IS GIVEN that Borough Council for the Borough of West Grove, Chester County, Pennsylvania, will hold a public hearing on Wednesday, August 5, 2015, at 7:30 p.m., prevailing time, at Borough Hall, 117 Rosehill Avenue, West Grove, Pennsylvania, to consider the adoption of, and if approved, will adopt a comprehensive amendment to the West Grove Borough Zoning Ordinance, including the Zoning Map, entitled: WEST GROVE BOROUGH ZONING ORDINANCE OF 2015 Borough Council will further consider the adoption of, and if approved, will adopt coinciding amendments to the Borough Subdivision and Land Development Ordinance. The principal amendments to the Zoning Ordinance are summarized as follows: ARTICLE 1 – Short Title; Effective Date; Purpose: Interpretation; Conflict; Validity; Repealer – renamed and contains minor modifications to existing language. ARTICLE 2 – Definitions – includes significant additions, modifications and clarifications. ARTICLE 3 – Establishment of Zoning Districts – establishes new and renaming of districts. Revises Zoning Map. ARTICLE 4- (R-3) Residential District – Renamed R-1 Low Density Residential District. Contains changes to area and bulk regulations and uses. Parcels are added from existing R-3D. Parcels changed to new R-2, R-3 and R-5 as reflected on revised Zoning Map. ARTICLE 4-A – (R-3A) Residential Cluster District- Renamed R-3 Cluster Residential District. Contains changes to area and bulk regulations and uses and addition of parcels from existing R-3 District. Provides for reduction in required lot size. ARTICLE 4-B – (R-3B) Residential District – Renamed R-2 Residential District. Parcels added from north side of Harmony Road and either side of Baltimore Pike west of Maple Lane. ARTICLE 4-C – (R-3C) Residential District - Deleted. All lots are incorporated into R-5 Townhouse Residential District. ARTICLE 4-D – (R-3D) Residential District – Deleted. All lots are incorporated into the R-1 Low Density Residential District. ARTICLE 4-E – (R-3E) Residential District – Deleted. All lots are incorporated into the R-5 Townhouse Residential District. ARTICLE 4-F – (R-3F) Residential District – Deleted. All lots are incorporated into the R-5 Townhouse Residential District. ARTICLE 5 – (R-4) Residential District – Renamed to Traditional Neighborhood Residential District. Modifies area and bulk regulations; reduces minimum lot size. Lots along Baltimore Pike west of Maple Lane are incorporated into R-2 Residential District. ARTICLE 6 – (C-1) Neighborhood Commercial District – Renamed Traditional Downtown Core Commercial District. Changes use regulations, adding conditional uses and use specific standards. Adds design standards for building and parking. District size is expanded to include additional lots. ARTICLE 6-A – (R-5) Recreation District – Renamed R-5A Recreation District. ARTICLE 6-B – (C-2) Commercial/Residential District – OR District is merged into this District. ARTICLE 6-C – (C-3) Highway Commercial District – Provides for additional permitted uses. ARTICLE 6-D – (OR) Office Residential District – Deleted. All lots are incorporated into the C-2 District. ARTICLE 7 – (I-1) Limited Industrial District – Renamed Limited Industrial District (LI). Provides for additional permitted uses. ARTICLE 8 – Design Standards – Renamed Article 15, General Regulations. Reorganizes the Article; adds Section 1507 to provide regulations for Landscaping, Buffering and Screening; Renames Section 805 Lighting to Section 1505 and modifies lighting regulations. Section 807 and 808, Off-Street Parking and Loading are relocated to new Article 16. Section 810 Wireless Communications is relocated to Article 17, Supplemental Regulations. ARTICLE 9 – General Provisions – Article 9 is deleted; Sections of Article 9 are moved and incorporated into other pertinent Articles. ARTICLE 10 – Planned Residential Development – Deleted. ARTICLE 11 – Administration – Reorganizes the Article. Modifies procedures to reflect current Borough practices. ARTICLE 12 – Zoning Hearing Board, ARTICLE 13 – Amendments, ARTICLE 14 – Non-Conforming Buildings, Structures, Uses and Lots – provides for minor changes, but moved to new Article numbers. New ARTICLE 14 – Natural Resource Protection – Provides natural resources protection standards for steep slopes, wetlands, reference to riparian buffers, and flood hazards. ARTICLE 15 – Signs – Reorganizes the Article; modifies regulations to add sign types and provide regulations consistent with current law. ARTICLE 16 – Enactment – Moved into Article 1, Preamble. New ARTICLE 16 – Off-Street Parking and Loading – Combines parking regulations into single article with modifications to design standards for parking and landscaping, buffering and screening regulations. New ARTICLE 17 – Supplemental Use Regulations -Combines use specific regulations into one article; adds and modifies specific use regulations. ARTICLE 18 – Sign Regulations – Reorganizes Article, adds sign types regulated consistent with new technology, and modification of regulations. ARTICLE 19 – Administration and Enforcement and ARTICLE 20 – Zoning Hearing Board – Minor modifications are made for consistency with Pennsylvania Municipalities Planning Code (MPC). ARTICLE 21 – Nonconformities – Moved from Article 14 and renamed. Modifications to provisions for non-conforming uses. ARTICLE 22 – Amendments – Moved from Article 13. Amends the ordinance consistent with the MPC. New APPENDIX A – Recommended Plant List - Provides assistance in installation of appropriate landscaping, buffering and screening.The principal amendments to the Subdivision and Land Development Ordinance as follows: 1. Section 401.b.4 is changed to read: Contours at a vertical interval of two (2) feet, for a minimum of six (6) feet or three (3) consecutive contours. 2. Section 4.02.c.3 is changed to read: The locations and dimensions, where applicable, of existing easements, rights of way, public lands, tree masses, streams and other features, and monuments. Upon recommendation of the Borough Engineer or the Planning Committee, the Council may require that final contours be shown at a maximum of two (2) foot intervals, including the datum to which elevations refer. 3. Section 520 Landscaping, Buffering, Screening shall be added to provide 520 A -general regulations, 520 B - landscaping standards, 520 C - buffer standards and 520 D -screening standards. 4. Section 521 Street Trees is added providing regulations for selection of and standards for street trees in the Borough. The full text of the Ordinance and Zoning Map is available for inspection without charge at the Borough of West Grove administrative offices, 117 Rosehill Avenue, West Grove, Pennsylvania during normal business hours. A copy of the full text of the Ordinance may be obtained for a charge not greater than the cost thereof.
