New Haven Register, NOTICE OF AVAILABILITY DRAFT ENVIRONMENTAL ASSESSMENT U.S. DEPARTMENT OF VETERANS AFFAIRS Proposed Land Acquisition, Construction and Operation of a Parking Lot for the VA Connecticut Healthcare System, West Haven Campus West Haven, New Haven County, Connecticut The Department of Veterans Affairs (VA) announces the preparation and availability of a “Draft Environmental Assessment” (DEA) for the proposed acquisition of approximately two acres of land located adjacent to the west of the VA Connecticut Healthcare System, West Haven Campus for the construction and operation of a new surface-level parking lot for the West Haven Campus. The DEA has been prepared in accordance with the regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), (Public Law 91-190, 42 USC 4321-4347 January 1, 1970), amendments, and the VA’s Implementing Regulations (38 CFR Part 26). The VA intends to issue a “Finding of No Significant Impact” (FONSI) following a 30-day comment period in accordance with the Council on Environmental Quality Regulations for Implementing NEPA, Section 1508.13 provided there are no substantive comments which warrant further evaluation. The public comment period will end on September 2, 2015. A copy of the DEA will be available at the West Haven Campus, Safety Building 15A, located at 950 Campbell Avenue in West Haven, Connecticut and at the West Haven Public Library, located at 300 Elm Street in West Haven, Connecticut.
