The Saratogian, PUBLIC NOTICE IN THE MATTER OF THE APPLICATION OF NIAGARA MOHAWK POWER CORPORATION D/B/A NATIONAL GRID TO AMEND THE CERTIFICATE OF ENVIRONMENTAL COMPATIBILITY AND PUBLIC NEED FOR THE SPIER FALLS TO ROTTERDAM 115 KV TRANSMISSION LINE PROJECT (CASE 10-T-0080) Niagara Mohawk Power Corporation d/b/a National Grid (“National Grid” or “Applicant”) is providing public notice of its intent to file an application for an amendment to its Certificate of Environmental Compatibility and Public Need issued on February 24, 2011 and amended on July 16, 2012 by the New York State Public Service Commission (“Commission”) in Case 10-T-0080 (as amended, the “Certificate”). The Certificate authorized National Grid to construct a new single circuit 115 kilovolt (“kV”) transmission line, approximately 33 miles long, from the Spier Falls Substation in the Town of Moreau, Saratoga County to the Rotterdam Substation in the Town of Rotterdam, Schenectady County. TO WHOM IT MAY CONCERN: PLEASE TAKE NOTICE that National Grid intends to file an application (“Application”) with the Commission in the above entitled matter for an amendment to the Certificate pursuant to Article VII of the Public Service Law. DESCRIPTION OF PROJECT In its Application, National Grid will propose to construct and operate, in the Town of Milton, a 115 kV/13.2 kV distribution substation (“Sodeman Road Substation”) and associated 115 kV tap lines (“115 kV Tap Lines”) that would tie into the Applicant’s existing 115 kV Spier Falls to Rotterdam Transmission Line #2 (“Line 2”) and its existing 115 kV Spier Falls to Luther Forest Line #302 (“Line 302”). The Sodeman Road Substation is needed to address existing capacity constraints and projected overload conditions expected to arise in the near future. The greater Saratoga area represents about 185 megavolt amperes (“MVA”) of distribution load, or about 8% of the total load in National Grid’s Northeast study area. This area has been one of the fastest growing areas in New York State for over a decade, and the Luther Forest Technology Campus in the Town of Malta (south of the City of Saratoga Springs) has recently begun to contribute to that growth. Load projections indicate that additional infrastructure improvements are necessary to address capacity constraints which already exist and also to address overload conditions which are projected to arise in the western half of the City of Saratoga Springs and parts of the Towns of Greenfield and Milton as a result of expected load growth over the next several years. In addition, parts of this area have suffered from chronic voltage issues and poor reliability. The Sodeman Road Substation will include a single 15/20/25 MVA power transformer, a seven position 15 kV metal-clad switchgear, and a 3.6 MVA reactive (“MVAR”) capacitor bank arrangement. The 115 kV Tap Lines will be comprised of transmission line towers and structures designed to provide a dual supply feed from Line 2 and Line 302 to the Sodeman Road Substation. Several siting alternatives were analyzed, resulting in the final proposal as described herein. These alternatives will be discussed in Exhibit 3 of the Application. PROPOSED SITE The Applicant proposes to locate the Sodeman Road Substation on a 5.7 acre parcel located south of State Route 29, near the intersections of Route 29 with Murray Road (County Route 104) and Sodeman Road, in the Town of Milton, Saratoga County, New York. The parcel is located in the north-central portion of the Town of Milton, approximately 2.5 miles west of the City of Saratoga Springs. Line 2 and Line 302 run in a northeast-southwest direction along the eastern boundary of the parcel in an existing right-of-way owned in fee by the Applicant. The precise location of the Project will be shown in figures in Exhibit 2 of the Application. During the course of the proceeding, alternate locations for the proposed facilities not included in the Application filing or affected by the proposed primary location may be offered without further notice by publication. In addition, the Commission may, without further notice by publication, approve a location for the proposed facilities in municipalities not presently affected by the proposed location. DATE OF FILING National Grid expects to file the Application with the Commission on or about August 10, 2015. AVAILABILITY OF APPLICATION A copy of the Application filed with the Commission will be served upon the chief executive officers of Saratoga and Schenectady Counties, the Towns of Moreau, Corinth, Greenfield, Milton, Ballston, Charlton, Glenville, Rotterdam, Wilton, Clifton Park, Providence and Galway, and the City of Saratoga Springs, and will be available in the local public libraries in or closest to each community on or shortly after the date the Application is filed with the Commission. In addition, copies of the Application will be available for public inspection at the Department of Public Service Offices in Albany (Office of Central Files, 14th Floor, Three Empire State Plaza, Albany, NY12223).
