Alamogordo Daily News, Legal # 5865(Published 8/9/2015)REQUEST FOR PROPOSALS The Village of Cloudcroft, NM, is seeking proposals for final design, bidding and negotiations, and construction phase engineering services for the PUReWater Project. The PUReWater Project consists of a MBR WWTP and RO/UF WTP, which will ultimately be able to treat wastewater for non-potable and potable reuse. The MBR WWTP final design is complete and the preliminary design of the RO/UF WTP is complete. Interested proposers may review the design documents at the Village Office, if desired. Final design phase services include reviewing the existing RO/UF WTP design documents, making any necessary changes for regulatory and funding agency approval, and preparing the final design documents for bidding. Bidding phase services include but are not limited to conducting pre-bid meetings, preparing addenda, attending bid openings, preparing bid tabulations, evaluating the bids for responsiveness, and making recommendations for award of the construction contracts. Construction phase services include but are not limited to assisting with the execution of the construction contracts, conducting pre-construction meetings, reviewing and approving contractor submittals and pay applications, responding to RFIs, preparing change orders and construction status reports, making periodic site visits and providing construction observation of the progress and quality of the contractors' work, providing construction inspection by a qualified resident project representative, and ensuring that construction proceeds in conformance with the design concept and contract documents. The engineer will conduct substantial completion and final inspections, prepare punch lists, issue the certificates of substantial completion, make recommendations for final payment, prepare record drawings and O&M manuals, conduct facility startup, and prepare project closeout documents. RFP packets can be obtained in person or by mail, at the Village Office, 201 Burro, Cloudcroft, NM, 88317. Sealed proposals will be received by the Purchasing Agent at 201 Burro, P.O.
