The Reporter- Vacaville, CITY OF VACAVILLE DEPARTMENT OF PUBLIC WORKS NOTICE TO BIDDERS Sealed proposals for the work shown on the Project Plans entitled: Walter V. Graham Pool Replastering must be delivered to and received by the Office of the City Clerk of the City of Vacaville, 650 Merchant Street, Vacaville, California 95688 by 2:00 P.M. on September 8, 2015 at which time they will be publicly opened and read aloud at said address. Bidders are responsible for ensuring that their proposals are received in the office of the City Clerk by the time and date specified above. Any proposals that are not timely received in the office of the City Clerk shall be returned unopened. The general description of work includes removal and replacement of the existing pool plaster, removal and replacement of the existing tile race lanes, wall targets and trim tile, removal and replacement of the trim tile on the entry steps and all of the tile on the top step of the entry steps, removal and replacement of the existing pool lighting, floor inlet fitting caps, drain frames and grates, and wall step inserts, and such other items or details not mentioned above, which are required by the Project Plans or this Project Manual to be performed, placed, constructed, or installed. There will be a Mandatory Pre-Bid Meeting scheduled for this project on August 25, 2015, at 10:00 AM. The meeting will be held at Walter V. Graham Aquatic Center located at 1100 Alamo Dr, Vacaville, CA 95687. All prospective bidders are required to attend the Pre-Bid Meeting in order to be considered responsive and must sign an attendance roster as a condition to bidding. The City has determined that to prepare a proper bid, Bidder must observe the existing construction and conditions. The Contractor shall possess a C-53, "Swimming Pool Contractor" license at the time a bid is submitted for this Project. This Contract is subject to State Contract Nondiscriminatory and Compliance Requirements pursuant to California Government Code, commencing with Section 12900 through Section 12996. The Project Plans, Project Manual, and Proposal Forms for bidding this project shall only be obtained through BPXpress Reprographics located at 4740 East Second Street #29, Benicia, CA 94510, (707) 745-3593, http://www.blueprintexpress.com/vacaville. These items may be obtained by prospective bidders upon receipt of a non-refundable fee of Forty Dollars and No Cents ($40.00) per set, plus shipping. Any bids received from a bidder who did not purchase a complete bid set from BPXpress Reprographics will be considered non-responsive, and their bid shall be rejected. Bids are required for the entire work described herein. Refer to Part B of the Instructions to Bidders for Payment and Performance Bond Requirements. The successful Bidder shall furnish a Payment Bond and a Performance Bond in the amount of 100% of the Contract price within fourteen (14) days after the postmarked date of the Notice of Award letter. Pursuant to Section 1725.5 of the California Labor Code, any contractor or subcontractor submitting a bid or listed in a bid proposal must be registered with the Department of Industrial Relations, to be qualified to perform a public work. Pursuant to Section 1773 of the Labor Code, of the State of California, the "General Prevailing Wage Rates" in the County in which work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates are listed in the California Department of Industrial Relations Publication entitled, "General Prevailing Wage Rates", latest publication. Future effective "General Prevailing Wage Rates" which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the "General Prevailing Wage Rates." Copies of "General Prevailing Wage Rates" are on file at said office of the City of Vacaville Department of Public Works, which shall be made available for examination by any interested party upon request. The Contractor may elect to receive 100% of payments due under the Contract document from time to time, without retention from any portion of the payment by the City, by depositing securities of equivalent value of the retained amount with the City in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 of the Public Contract Code and Section 16430 of the Government Code. The Contractor shall indemnify and hold harmless the City from any and all loss or damage suffered by the City as a result of any wrongful or negligent act or omission on the part of the Contractor or any of its officers, employees or agents with respect to the performance for Escrow Agreement. The City reserves the right to reject any or all bids, and to determine which proposal is, in its judgment, the lowest responsive bid of a responsible bidder and which proposal should be accepted in the best interests of the City. The City also reserves the right to waive any non-material irregularities in any proposal or bid. Proposals in which the prices are obviously unbalanced may be rejected.
