NWsource, KING COUNTY DEPARTMENT OF NATURAL RESOURCES AND PARKS Notice of Application / Notice of Proposed Mitigated Determination of Non-Significance (MDNS) Request for Public Comments for Northshore Athletic Fields Renovation File No. PREA14-0182 Project Proponent and SEPA Lead Agency: King County Department of Natural Resources and Parks Project Description: Proposal: Northshore Athletic Fields Renovation including synthetic infields for two existing sport fields, 6 barrier free accessible paved parking spaces totaling 2,930 SF of paving, 20 feet width walkway and plaza area totaling 28,220 SF of porous paving and one prefabricated restroom structure 26x30 with holding tanks and pump out service plus irrigation, temporary erosion control along with connection to existing storm water system, and potable water connection to existing system. Prior permits include L10CG107 for grading the playfields, L01SX090 for revegetation, L97SH005 for a new pedestrian bridge, and L94SH158 also for revegetation. Stormwater runoff will discharge into the Sammamish River via Derby Creek at an existing outlet location before and after the proposal. Seven existing athletic fields previously constructed since 1982 remain in continuous use at the property. Location: Northwest of the intersection of NE 145th Street and 148th Avenue NE. The project site is the center portion of 33.49 acres. The Northshore Athletic Fields are north of NE 145th Street, south of City of Woodinville city limits, along the west bank of the Sammamish River, within North East unincorporated King County, Washington. King County Department of Parks Recreation is the SEPA Responsible Agency: The SEPA Lead Agency for this project (King County Department of Natural Resources and Parks) will make a final determination about the proposal following the 21 day public comment period. The proposal includes mitigation measures so the proposal as mitigated is unlikely to have any probable significant adverse impact on the environment; therefore, an Environmental Impact Statement may not be required under RCW 43.21C.030(2)(c). A Preapplication Conference was held on August 18, 2014 by King County Permitting staff prior to intake and plan review for three required Type 1 land use permits for the proposal. In making a final Threshold Determination following the public comment period, the responsible official will review the completed environmental checklist and other environmental information on file with the Department, including nine draft mitigation conditions. This information is available for review upon request (and for copying for a nominal photocopying charge) during the 21-day public comment period at the Department of Natural Resources and Parks, King Street Center, 201 South Jackson Street, Suite 700, Seattle, WA 98104-3856. Public and Agency Comments: The lead agency is issuing a public Notice of Application / Notice of Proposed Mitigated Determination of Non-Significance (MDNS) for a 21-day comment period August 12 through September 2, 2015, in accordance with procedures set forth in King County Code (KCC) Section 20.20.060. The determination will be based on the record including any comments from property owners receiving mailed notice within 500 feet of the property, members of the public, public agencies or tribes. If a petitioner wishes to appeal the permit decision made by the King County Department of Development and Environmental Services, the process and timing of the judicial appeal procedure detailed in Revised Code of Washington (RCW) 36.070C.040 shall be followed, following the end of the public comment period and after decisions on the Type 1 permits by King County Permitting. Proceedings for review under this chapter require filing a land use petition in Superior Court. There is no separate administrative SEPA appeal for this type of King County land use decision.
