Delco Times, COMBINED NOTICE COUNTY OF DELAWARE CONSOLIDATED PLAN AMENDMENT And Notice of Early Public Review of Proposed Actions Affecting the 100-Year Floodplain August 26, 2015 Notice is hereby given that the County proposes to amend its Community Development Block Grant Program as follows. Project noted below with an asterisk (*) may affect the 100-year floodplain (please see “Comments on Floodplain Activities” section). FY 2013 Action Plan Allocate an additional $21,544.44 to Concord Township for preservation of the Concord Community Center located at 45 Thornton Road. Activities include restoration of ceiling and trusses; construction of ADA ramp; reconstruction of lower level entrance; lighting upgrades; and related restoration. Project funds will total $150,486.44. FY 2014 Action Plan Allocate an additional $25,000 to Upland Borough for pedestrian improvements located at 6th and Main Streets. Activities include installation of a masonry retaining wall and related site restoration. Project funds will total $35,000. Change in the scope of work for a $135,900 allocation to Norwood Borough for stormwater system improvements. Due to rapidly deteriorating conditions, the location of activities is being changed from W. Winona Avenue to Blanchfield Way, an alley between Chester Pike and Mohawk Avenue. Activities include installation of inlets and stormwater pipe, milling and resurfacing of cartway, and related site restoration. FY 2015 Action Plan *Allocate $150,000 to Collingdale Borough for sanitary sewer improvements along Pusey Run Creek from Westmont Drive to Glenwood Circle, and at the intersection of Lafayette Avenue and MacDade Boulevard. Activities include lining of sanitary main and manholes, replacement of manhole frames and covers, and related site restoration. COMMENTS ON FLOODPLAIN ACTIVITY Pursuant to Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C, Delaware County is requesting public comment on its proposal to spend funds on activities designated (*) above that are either located within or may affect a 100-year floodplain. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk. Written comments must be received by September 11, 2015 at the address provided in the public comment section below. HISTORIC PRESERVATION ACTIVITIES By this notice, the County invites parties who have an interest in projects that may impact historic resources to make themselves known so that we can involve them in the notification and review process of the National Advisory Council on Historic Preservation (as set forth in 36 CFR Part 800). Please contact the County no later than September 25, 2015 to be included in the Part 800 notification process. PUBLIC COMMENT The County, in accordance with Federal regulations, solicits citizen comment on the above-proposed funding changes.
