The Reporter- Vacaville, CITY OF VACAVILLE DEPARTMENT OF PUBLIC WORKS NOTICE TO BIDDERS Sealed proposals for the work shown on the Project Plans entitled: Centennial Park Bike and Pedestrian Path must be delivered to and received by the Office of the City Clerk of the City of Vacaville, 650 Merchant Street, Vacaville, California 95688 by 2:00 P.M. on September 29, 2015, at which time they will be publicly opened and read aloud at said address, in accordance with the Project Plans and Special Provisions. Bidders are responsible for ensuring that their proposals are received in the office of the City Clerk by the time and date specified above. Any proposals that are not timely received in the office of the City Clerk shall be returned unopened. The work to be done, in general consists of the construction of approximately 3,800 lineal feet of 10 foot wide Class 1 asphalt concrete bike path, including 10 interpretive observation points, construction of a drainage culvert, and the installation of PVC sleeves for future irrigation lines. The Contractor shall possess a Class A license at the time a bid is submitted for this Project. This Contract is subject to State Contract Nondiscriminatory and Compliance Requirements pursuant to California Government Code, commencing with Section 12900 through Section 12996. The Project Plans, Special Provisions, and Proposal Forms for bidding this project shall only be obtained through BPXpress Reprographics, located at 4740 East Second Street #29, Benicia, CA 94510, (707) 745-3593, www.blueprintexpress.com/vacaville. These items may be obtained by prospective bidders upon receipt of a non-refundable fee of Forty Five Dollars and No Cents ($45.00) per set, plus shipping. Any bids received from a bidder who did not purchase a complete bid set from BPXpress Reprographics will be considered non-responsive, and their bid shall be rejected. Bids are required for the entire work described herein. Refer to Section 3-1.02 of these Special Provisions for Payment and Performance Bond Requirements. Refer to Section 5-1.02E of these Special Provisions for requirement of Contractor and Sub-contractors to be registered with the Department of Industrial Relations (DIR) to be eligible to submit a responsive bid. The successful Bidder shall furnish a Payment Bond and a Performance Bond in the amount of 100% of the Contract within ten (10) calendar days, not including Saturdays, Sundays, and designated Legal Holidays, after date of the Notice of Award letter. Pursuant to Section 1773 of the Labor Code, of the State of California, the "General Prevailing Wage Rates" in the County in which work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates are listed in the California Department of Industrial Relations Publication entitled, "General Prevailing Wage Rates", latest publication. Future effective "General Prevailing Wage Rates" which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the "General Prevailing Wage Rates." Copies of "General Prevailing Wage Rates" are on file at said office of the City of Vacaville Department of Public Works, which shall be made available for examination by any interested party upon request. The Contractor may elect to receive 100% of payments due under the Contract document from time to time, without retention from any portion of the payment by the City, by depositing securities of equivalent value of the retained amount with the City in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 of the Public Contract Code and Section 16430 of the California Government Code. The Contractor shall indemnify and hold harmless the City from any and all loss or damage suffered by the City as a result of any wrongful or negligent act or omission on the part of the Contractor or any of its officers, employees or agents with respect to the performance for Escrow Agreement. The City reserves the right to reject any or all bids, and to determine which proposal is, in its judgment, the lowest responsive bid of a responsible bidder and which proposal should be accepted in the best interest of the City. The City also reserves the right to waive any irregularities in any proposal or bid. Proposals in which the prices are obviously unbalanced may be rejected.
