Hearst Media Services, LEGAL NOTICE REQUEST FOR QUALIFICATIONS The A.B.C.D., Inc. Weatherization Program will be Soliciting a Request for Qualification (RFQ's) to Contractors for the following Energy Conservation Services, for Residential Dwellings within Fairfield County. All Materials must meet or exceed United States Department of Energy Specification 10 CFR Parts 440. All Weatherization work, must meet the standards of workmanship established by the State of Connecticut Weatherization Assistance Program. Standard work practices are detailed in the US DOE WPN 15-4, Connecticut Weatherization Field Guide SWS Aligned Edition, CT WAP Quality Work Plan and the CT WAP Operations and Training Manual QWP-15 Edition as the primary source for protocols and technical definitions of the work that is required. Program standards and protocols in the Field Guides must be adhered to and may only be altered by subsequent revisions of the guide, or by Connecticut Program Guidance Notices. Workmanship standards include the following four basic requirements: o Use of qualified and trained personnel to conduct weatherization work o Use of generally accepted weatherization protocols, methods, techniques and tools o Installation of prescribed materials, parts and equipment o Weatherization work conducted in a safe and healthy work environment. Additional information in regards to all requirements will be disseminated during the bid conference. All Qualifications submitted will be evaluated based on a Criteria Point System. Quotations must include a Break-Down of Material and Labor cost when applicable and remain in effect until June 30, 2016. A Mandatory Bidding Conference will be held on Tuesday July 7, 2015, from 2:00pm to 3:00pm at 335 Charles Street Bridgeport, CT 06606. A representative of your company must attend in order to be eligible for this program. At this time all program requirements will be provided. ENERGY CONSERVATION MEASURES Air Sealing: Requires Pre & Post Blower Door Readings. Heat Loss Measures: Some Insulation, Pipe Wrap, Duct Wrap, Hot Water Heater Wrap, and Utility Measures when needed. Infiltration Measures: Glass Replacement, Pulley Seals, Sash Locks, Door Locks, Exterior Door Repairs, Sash Repairs, and Bulk Head Repairs or Replacement. Required Credentials for bid purposes; Building Performance Institute Credentials (Building Analyst Minimum) Lead Safe Weatherization, Lead Renovation Repair & Paint, and EPA Lead Renovation Repair & Paint Certified Firm Credentials Required. OSHA 10 Safety and Health course is required for all workers. Contractors must be State Licensed, fully Insured. Such Liability shall cover personal injury and/or property damage with a Minimal Coverage of $1,000,000.00.
