Pioneer Press - Twin Cities, Public Notice Saint Paul Port Authority Brownfields Cleanup Revolving Loan Fund Loan Information regarding the proposed environmental cleanup of the Midway Stadium Site, located at 1771 Energy Park Drive in Saint Paul, is available for public review at the Saint Paul Port Authority offices referenced below. The Saint Paul Port Authority (Port Authority) plans to demolish the former Midway Stadium and to conduct a cleanup of soils contaminated by hazardous substances. The Port Authority recently acquired the Midway Stadium property and is planning to redevelopment the property with an approximate 190,000 square foot building to be used for manufacturing and/or office space. The property is enrolled in the Minnesota Pollution Control Agency (MPCA) Voluntary Investigation and Cleanup Program and the MPCA Petroleum Brownfields Program. The MPCA has approved a response action plan for the site and is providing technical review and oversight of the cleanup. Cleanup activities are proposed to begin in August 2015. In connection with this project, the Saint Paul Port Authority anticipates providing a loan of up to $500,000 from the Saint Paul Brownfields Restoration Revolving Loan Fund (BRRLF) Program. The BRRLF Program is funded by U.S. Environmental Protection Agency as authorized by Section 104(d)(1) of the Comprehensive Environmental Response, Compensation and Liability Act. The public may comment on the proposed cleanup plan in writing to the Saint Paul Port Authority. Written comments will be accepted through July 20, 2015. Comments should be sent to Mr. Hilleman by e-mail or by U.S. Post to the Port Authority offices [Mr. Monte Hilleman/St. Paul Port Authority/380 St. Peter Street/Suite 850/St. Paul, Minnesota 55102]. The Port Authority will coordinate with the MPCA in responding to substantial comments. The Port Authority office is the repository for the proposed project's administrative file and environmental assessments, response action plan, and related documents. The public may view this information beginning June 26, 2015 at the street address for the Port Authority offices listed above. The Port Authority Offices are open from 8:30 AM to 4:30 PM Monday through Friday.
