Present: Trustee Edwards, Fowler, Hart, Malzahn, Tornow, Pres. Siglow. Absent: Trustee Rossell Resolved: to approve minutes for Special Meeting April 12, 2016. Closed Session April 12, 2016 and Regular Meeting April 18, 2016 with the correction to New Business, Item 2) Special Events Permit Review (St. Bladricks) and addition the Item 4) 2016-2017 Annual Appointments, Ron Rossell will continue as President Pro-Tem for the remainder of his term. Resolved: to approve the bill presented for the total of $33,380.11 and $319,598.00. Clerks Report: Romeo Village Clerk/Admin. Michael A. Lee gave update on the E. St. Clair paving project. The traffic will continue to go east bound out of town for the remainder of the road project. Memorial Day Parade will stage at the Village Park this year due to the construction project, head south on Rawles St, then West to the Cemetery. Presidents Report: NONE Public Forum: Michele Milam introduced herself and will be running for Washington Twp. Supervisor. Laura Rossell introduced herself and will be running for Washington Twp. Clerk. Charrae Trocki introduced herself and will be running for one of the open Trustee positions. Joe Fortuna introduced himself and will be running for Washington Twp. Treasurer. Ruth Heidebreicht spoke on behalf to the Mitt.tv. Mitt.tv is the new media outlet for the Romeo Bruce and Washington area. Approval of the Agenda: Resolved: that the agenda be approved with the additions to New Business 1A) Mitt.tv and 6) Mussey St. Proposal. Old Business: Privacy Fence Request- 216 W. Hollister: Jill St. Clair- Resolved: to approve the privacy fence appeal. Yeas: Trustee Edwards, Hart, Malzahn, and Tornow Nays: Trustee Fowler and Pres. Siglow Fire Hall- Proposal- Resolved:to approve the sale of the 118 S. Rawles St. Fire Hall for $185,000.00. 425 Agreement- Washington Twp.- Discussion was held by the Village Council regarding the letter sent by the Washington Twp. Supervisor Dan O’leary. Village Council spoke about the request to start discussions with Washington Twp.The Village of Romeo board asked for the Clerk to draft letter asking for proposal by Washington Twp. for the request of Water and Sewer to the proposed Meijer location. New Business: Mitt. TV- Village Council discussed forming a committee to meet with Ruth Heidebreicht who spoke on behalf to the Mitt. TV during public forum. A committee was formed of Trustee Hart, Fowler and Malzahn to meet and go over possible proposal of service contract. Committee will meet on May, 23 2016 at 6:30pm prior to Budget Workshop. E. St. Clair Repaving Project- Resolved: to approve the expenditure of $122,808.13 to fund the E S. Clair Repaving Project using $10,808.13 Cable Fund, $41,000.00 (Loan) Cemetery, and $70,000.00 (Loan) Capital Water. Budget Dates- Resolved: to approve the Budget Dates of May 23, May 25, and June 1, 2016 at 7:30 p.m. at the Romeo Community Center. Lot Joining- Parcel ID# 04-02-103-028 (202 W. Washington) and ID# 04-02-103-024- Resolved: to approve the joining of Parcel ID# 04-02-103-024 to Parcel ID# 04-02-103-028 commonly known as 202 W. Washington St. RFP- Annual Audit- Discussion was held regarding the RFP requested by the Village Council to Jaymes Vettraino for Annual Auditors. Mark Clark will work on the changes for the RFP with Vettraino. Mr. Clark informed the Village Council Annual Appoint under General Common Law Village is still the Village Presidents. DDA Budget 2016-2017- Resolved: to approve the Downtown Development Authority’s 2016- 2017 Fiscal Year Budget. Mussey St. Proposal- Resolved: to approve the counter offer of $50,000.00 with terms and condition stated on the Public Notice of Sale for 0 Mussey St. Resolved: to enter into Closed Session at 8:53 p.m. Resolved: to enter back into Open Session at 10:25 p.m. Resolved: to approve the authorization of Cornerstone to begin the process of converting coverage of the Medicare Eligible Retirees to Medicare Eligible Retirees to United American Medicare Supplement Plan F&ESI RX plan; and authorize Cornerstone to begin the process of converting coverage of Active Employees and non- Medicare Retirees to the Simply Blue H.S.A.
