Times Union, STATE UNIVERSITY OF NEW YORK NOTICE TO BIDDERS The State University of New York Upstate Medical University will receive sealed bids for Project No. 835.5 Titled Campus Fire Alarm - Weiskotten Hall Addition Fire Alarm Replacement until 2.00 PM Local Time on Tuesday, June 30, at the Office of Campus Purchasing, 650 South Salina Street, 2nd Floor, Syracuse, 13202, where such proposals will be publicly opened and read aloud. Scope of work: Scope of work is to include all necessary labor, material and equipment to provide an orderly and controlled conversion of the Simplex fire alarm system in the Weiskotten Addition, a new Honeywell fire alarm system, extended to the Campus Monitoring system. a. Contractor to manage the work segments to minimize system downtime of the fire alarm system serving any one particular area. b. Contractor shall provide a manned 24/7 fire watch during the conversion project, for those areas of the building where the fire alarm system is non-functional, beginning with the disabling of any device, until the new system covering that area is operational. Maximum area of Fire Alarm System impairment, to be limited to those building areas either served by one existing FA panel, or shall be limited to one floor of the building, whichever is less. c. A minimum of 10% of the new work is to be tested, witnessed by Owner, and accepted by the Owner, before contractor will be permitted to disable another fire alarm panel. A 100% test of all the new work, witnessed by Owner, and accepted by the Owner, will be required at the end of the project. d. Contractor to fully coordinate with Honeywell, to schedule their work, so as to progress the project, and to minimize system downtime e. Develop a work plan, showing projected sequence of work and timeline, for Owner's review and for notification to building occupants. Coordinate each day with the Fire Marshal, for impairments to be planned for the next work day. A mandatory site visit is scheduled for Tuesday, June 16, 2015, @ 11:00 AM with all contractors assembled at Weiskotten Hall Lobby, 766 Irving Avenue, Syracuse, New York. All potential bidders are advised that they must sign a "Site Visit Form" to verify that they have complied with this requirement of the contract. ONLY ONE site visit will be scheduled Failure to fulfill this requirement will disqualify your bid proposal. All work on this Contract is to be completed within 240 calendar days starting ten (10) calendar days after the contract approval date of the State University of New York. Accordingly, a non-refundable deposit check in the amount of $45.00, made payable to SUNY Upstate Medical University is required. Deposits less than $49.99 are non refundable. It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The successful contractor must comply with M/WBE goals. State University of New York goals are: 15% MBE and 15% WBE of the total contract value. State University of New York also has a goal for the Work Force participation: EEO 10% WBE and EEO 10% MBE of total work force on the project.
