Hearst Media Services, NOTICE OF PUBLIC HEARING CITY OF STAMFORD BOARD OF REPRESENTATIVES Notice is hereby given that the Legislative & Rules Committee of the Board of Representatives of the City of Stamford will hold a public hearing on Monday, August 31, 2015 at 7:00 p.m. in the Democratic Caucus Room, 4th Floor, Government Center, 888 Washington Boulevard, to consider the following proposed ordinances approved for publication at the August 3, 2015 Regular Board Meeting. Anyone wishing to be heard is invited to attend and speak. Printed copies of the ordinances are available for inspection in the offices of the City of Stamford Town & City Clerk, 1st Floor, Government Center; the offices of the Board of Representatives, 4th Floor, Government Center, 888 Washington Boulevard, Stamford, Connecticut; or at www.boardofreps.org. SUMMARY OF PROPOSED ORDINANCE AMENDING CHAPTER 6, AUTHORITIES, BOARDS AND COMMISSIONS, ARTICLE II, SOCIAL SERVICES COMMISSION This Ordinance amends Chapter 6, Article II of the Code of Ordinances, which sets forth the powers, functions and duties of the Social Services Commission of the City of Stamford and contains a Code of Prohibited Discriminatory Practices to set forth and delineate the definitions as contained in C.G.S. § 46a-51, with slight revisions, and to specifically include C.G.S. §§ 46a-81c to 46a-81f, inclusive, which prohibit discrimination based on sexual orientation and gender identity or expression, as prohibited practices. The ordinance is to take effect upon enactment. SUMMARY OF PROPOSED ORDINANCE AMENDING CHAPTER 47, PERSONNEL, ARTICLE IV, LABOR STANDARDS AND RESPONSIBILITIES, SECTION 47-15, COMPLIANCE WITH PROVISIONS This ordinance amends Section 47-15 of the Code of Ordinances, which concerns equal employment opportunities and/or prohibited discriminatory practices by contractors hired by the City of Stamford to perform public or publicly aided construction, to specifically prohibit discrimination based on sexual orientation and gender identity, which is prohibited by state law. The ordinance is to take effect upon enactment. SUMMARY OF PROPOSED ORDINANCE AMENDING CHAPTER 47, PERSONNEL, ARTICLE VII, DISCRIMINATION, SECTION 47-23, POLICY DECLARED This ordinance amends Chapter 47, Personnel, Article VII, Discrimination, Section 47-23 of the City of Stamford Code of Ordinances, which concerns "protected classes" under federal and/or state law to set forth and delineate the "protected classes." SUMMARY OF PROPOSED ORDINANCE AMENDMENT TO CHAPTER 23, FINANCES, TO ADD ARTICLE VII, APPROPRIATION OF FUNDS TO NONPROFIT AGENCIES This ordinance amends Chapter 23, Finances, of the City of Stamford Code of Ordinances to add a new article, Article VII, Appropriation of Funds to Nonprofit Agencies, to require each nonprofit agency which receives more than $50,000 in funding from the City of Stamford in any fiscal year to enter into an agreement with the City to comply with certain financial reporting requirements and to maintain financial records as deemed appropriate by the Director of Administration; to notify the City as soon as practicable of any significant events affecting its organization which might have a material effect on the nonprofit agency's provision of services; and to require the nonprofit agency to maintain insurance coverage as required by the City's Risk Manager. The agreement will include remedies for noncompliance.
